From 1 November 2026, microempresas (ME) and empresas de pequeno porte (EPP) that are in the Simples Nacional and provide services subject to NFS-e must issue the note through the Emissor Nacional. They can use the national web portal or connect their own software through the national API. The rule comes from CGSN Resolution nº 191/2026, which replaced the earlier 1 September 2026 date. Between 1 November and 31 December 2026, the company still follows Simples Nacional rules, and the CBS and IBS rules start on 1 January 2027. Before the date, confirm your CNPJ and Simples status, your service codes, who can log in, and how your invoicing software sends notes. Results depend on your own invoice volume, which the free audit measures.

In short

  • From 1 November 2026, Simples Nacional ME and EPP service firms must issue NFS-e through the national Emissor, on the web or by API.
  • CGSN Resolution nº 191/2026 replaced the earlier 1 September 2026 date.
  • Municipal adhesion to the national system does not replace the company's duty to use the national Emissor.
  • Cancellations and substitutions follow national rules, so plan who handles them before the switch.
  • Confirm CNPJ, Simples status and service codes with your accountant first, then add automation.

What changes on 1 November 2026

The Comitê Gestor do Simples Nacional issued Resolução nº 191 on 4 August 2026. It was published in the Diário Oficial da União on 10 August. The resolution makes the national standard NFS-e mandatory for ME and EPP firms that opt for the Simples Nacional and sell services that fall under the service note. The original start date of 1 September 2026, set by the earlier Resolução 189, is withdrawn, and the Receita Federal confirms the new date is 1 November 2026.

Until the end of October, most firms still issue service notes in their city's own system. From 1 November, that route stops being the default for these companies. The change affects the address you log in to, the login itself, and in some cases the routine your staff follows. The Band news site put it plainly: anyone who issues a note on the city's website will have to move to a different address and login.

The rule is written around service notes. A firm that only sells goods is not the target of this change. Micro-entrepreneurs (MEI) are a separate group. A business guide reports that MEIs have been required to use the national standard since 2023, so this change does not alter their routine.

Two tax dates sit next to the software date, and they are easy to mix up. The Receita Federal says the Simples Nacional companies follow the Simples rules from November to December 2026, and the CBS and IBS rules start on 1 January 2027. Band reports that the 2026 IBS rate of 0.1% and CBS rate of 0.9% are test values, and the national system will not reject notes that lack those fields until 31 December 2026. Your accountant should confirm how those fields appear on your notes.

Who must move, and where the notes go

The rule covers ME and EPP firms in the Simples Nacional that provide services subject to NFS-e. The national route can be used through the web portal, the Emissor Nacional, or through an API that connects your own system to the national platform. A guide site that tracks the Receita Federal's public panel reports that all 5,571 Brazilian municipalities have joined the national system, as of 23 October 2026.

Joining the national system is not the same as issuing through the national Emissor. The municipality's adhesion and the company's obligation are separate questions. Under the new rule, a company must use the national Emissor even if its city keeps its own system. That is the point most owners miss.

What the problem costs you

The cost of this change is mostly staff time and rework, not a line on a bill. A new login, a new screen and a new file format slow down the people who issue notes each week. The cost grows when a note is issued with a wrong service code or a wrong CNPJ, because then it must be cancelled and reissued.

To size the cost for your own firm, count the notes you issue in a normal month. Multiply by the minutes it takes to enter the data, check it, send it to the client and file it. Then multiply by the hourly cost of the person doing the work, using your own payroll figures. Official texts do not publish a per-note time for Brazilian service firms, so use timings from your own team for a week. Add the time spent on corrections, which is often the part owners underestimate.

The manual way and the automated way

StepManual wayAutomated way
Starting pointA message, call or email asks for a service to be billedThe request arrives in a shared channel and becomes one row in a register
Data entrySomeone types the client CNPJ, service and amount into the portalThe row fills the fields, and a person checks the service code and amount
IssuingStaff log in to the national Emissor and issue each note by handApproved rows are sent through the national API, or prepared for the web portal
Sending to clientStaff download the PDF and email itThe issued PDF and its record are emailed to the client's accounts address
Cancellations and correctionsStaff find the note and cancel it on the portalThe register flags the note, and a person completes the cancellation on the portal
Records for the accountantA monthly list is built from memory and filesThe register is exported each month and matched to issued notes

How to automate it, step by step

  1. Ask your accountant to confirm your CNPJ, your Simples status and the list of service codes you use. Write the list down. Every later step depends on it.
  2. Choose your route. For a low number of notes, the web Emissor may be enough. If your invoicing software or your own system must issue notes, ask your software provider whether it supports the national API. The official API manual is published on the gov.br NFS-e site.
  3. Create one intake register in a shared spreadsheet. Each job gets one row with the client CNPJ, the service description, the service code, the amount, the service date and the municipality.
  4. Connect the request channel. Many clients ask for a service on WhatsApp. Meta's WhatsApp Business Platform can receive those messages, and a workflow can turn each approved request into a new row. A person still confirms the row before anything is issued.
  5. Connect the issuing step. For API users, the software sends the service declaration, called the DPS, to the national system. The national API receives and validates it and returns the note. For web users, the row is the checklist the person follows on the portal.
  6. Send the result by email. When the note is issued, the PDF and the record go to the client's accounts address. Keep a copy in the register.
  7. Use OCR for supplier notes your firm receives. Optical character recognition can read PDF or scanned supplier invoices into a sheet. Your accountant decides how each one is booked. A language model can draft a reply to a client, but it should not choose tax treatment or service codes.
  8. Run a monthly match. Export the national records for the month and compare them with the register. Any note that appears in one list and not the other goes to a person for review.
  9. Keep a person in the loop for the first month. Approve each note before issue, and log every error with its cause.

What breaks, and how to prevent it

The most common failure is a wrong service code or CNPJ. Prevent it with a drop-down list of codes that your accountant approved, and a check that the CNPJ matches the client record before the note is issued. The Band article advises firms to review their service codes before 1 November for this reason.

Cancellation is the second risk. The Prefeitura de Belo Horizonte's guide on the national NFS-e states that cancellation of a note issued through the national Emissor can only be done automatically on the national taxpayer portal. Your software may not handle that step, so plan who cancels and where. The same guide says a substitution is allowed only under defined conditions, so do not treat a correction as a simple edit.

Dates are the third risk. Some municipalities accept both a service date and an issue date, which allows a note to be backdated. Do not backdate to fix a missed deadline. Issue the note with the correct date and record the reason in the register.

Access is the fourth risk. When a staff member leaves, their login must be removed the same day. Keep the portal access in the owner's or accountant's name, not in a personal account.

Finally, the city systems and the national system do not yet share every message. The Belo Horizonte guide notes that the national system does not yet let a municipality insert messages automatically into the national data environment. Ask your accountant whether your city's own tax notices will still reach you during the transition.

When not to automate

Automation is not worth building if you issue only a handful of notes each month. For a low volume, the national web Emissor, a checklist and one trained person are often cheaper to run and easier to audit. Do not build an API link for a few notes.

Do not automate a service whose tax treatment changes from client to client and is decided by judgement. A register can record that judgement, but it cannot replace it. Keep those notes with the accountant.

Do not automate before the process is written down. If the service codes, approvals and cancellation steps live in one person's head, a workflow will copy the gaps. Write the steps first, then connect them.

The 1 November date is close. If you have not started, do not try to rebuild your whole billing system before that date. Get the web Emissor working for your staff first, then add the API connection once you have tested it with real notes.

What it typically takes

The time that matters is the calendar. The rule takes effect on 1 November 2026, and the tax rules for the Simples Nacional follow on 1 January 2027. A firm that uses only the web Emissor needs time to train staff, test logins and rewrite its checklist. This can be done in days.

An API connection takes longer, because the work depends on your software provider and on how many municipalities you bill. No official timeline for integration is published. Plan a test period with a sample of real notes, and let the accountant sign off the results before you switch the old route off.

This explains the rule in general terms; it is not legal or tax advice for your case.

How AiStaffo would automate this

AiStaffo would start by building a single intake register that takes each approved service request, whether it comes from a WhatsApp Business conversation or a shared sheet, and fills in the client CNPJ, service code, amount and date. For firms using the national API, the approved row would be sent to the national system and the returned note stored with its record. For firms using the web Emissor, the same row becomes the checklist a person follows on the portal. The issued PDF would be emailed to the client's accounts address and logged for the monthly match with the accountant. The owner or accountant still approves every note before issue, checks the service codes, and completes any cancellation on the national portal. Book a free automation audit.

Questions people ask

Do I have to use the national Emissor from 1 November 2026 if my city has its own system?
Yes, for Simples Nacional ME and EPP firms that provide services subject to NFS-e. The Receita Federal states that these companies must issue through the Emissor Nacional from that date. A guide site reports that this applies even where the city keeps its own system.
Does the same rule apply to MEI micro-entrepreneurs?
A business guide reports that MEIs have been required to use the national standard since 2023. The 1 November 2026 change is aimed at the wider Simples Nacional group. Check the rule text if your company is an MEI and you are unsure which group applies.
Can I issue a note with a backdated date to fix a missed deadline?
Some municipalities allow both a service date and an issue date, which permits backdating. That does not mean it is the right fix. Issue the note with the correct date and record the reason in your register. Ask your accountant how to handle any missed note.
Do IBS and CBS have to appear on my notes in November 2026?
Band reports that the 2026 IBS and CBS rates are test values. It also reports that the national system will not reject notes without those fields until 31 December 2026. The Receita Federal links the CBS and IBS rules for the Simples to 1 January 2027. Confirm the fields with your accountant.
Who cancels a note issued through the national Emissor?
The Prefeitura de Belo Horizonte's guide says cancellation of a national-standard note can only be done automatically on the national taxpayer portal. Your software may not support that step. Decide in advance which person will cancel and where.
